Formating pre-sets are all wrong

I've opened a new Excel document and all the formatting is wonky. If I type
a "1" it reverts to ".01". I change the format for a column for social
security numbers, and it adds two zeros at the front: 123-45-6789 becomes
001-23-4567.

I know I can set and re-set each column, but I don't have TIME to do fight
with Excel over this! There must be something wrong with the way the
defaults have been set. Can someone help me QUICKLY change things? I'm
using Excel 2002 in Windows XP.

<Tools> <Options> <Edit> tab,
And *Uncheck*
"Fixed Decimal Places".
