Formating Problems With Publisher 2007

I am trying to put a Vertical Line in A Newlsetter & when I go to Format the
Publication I am not allowed to click on the Vertical Center Line Box....what
am I doing wrong as it is driving me crazy. (Microsoft Publisher 2007)
