Formatting a Picture

I'm using Word 2007 to create three seperate documents. Each document has a
photo that I inserted at the top. For two of them I was able to format the
picture nicely with some great tools that came up under the Picture menu. I
was able to tilt the picture and add a framed border. However, this menu
doesn't appear when I try to format the third picutre. Any thoughts?
