formatting a table

The picture posted at the link below shows a table that I would like
to create. This file is a picture so it cannot be revised.
Specifically, I would like to reproduce the way that the numbers on
the left line up with the lines that separate rows on the right. I do
not want the numbers to align with the center of the cells.

Hi Ken:

See the Word Help topic " Set tab stops" for details.

That can be done with a Decimal tab or a Right tab. It would be best to use
a Decimal tab in this instance.

"Exactly" what you want to do is just about impossible in Word - the program
isn't designed to allow offset content on opposing segments of the same
horizontal plane. That design is even more rigidly enforced in a table. Your
example is more like a blank graph with the individual Value Axis Gridlines
labeled by the numbers. It might be easier to do something like this in
Excel then copy paste to Word if necessary, but if you must do it in Word I
believe the best approach would be...

Create the table with the necessary number of rows & columns. Adjust the
Height & Width using the Table> Table Properties - Column/Row dialog.

Use the Eraser Tool on the Tables & Borders toolbar to click & remove the
alternating row separator lines in the first column to make each cell 2 rows
tall, then select the first column & use the Alignment button on the same
toolbar to select Align Center Right.

Alternatively, you might try jerry-rigging a Chart [Excel or Word] that
plots no data & uses the numbers as labels. The elements of the chart would
have to be edited in order to render what you're looking for.
