Formatting in email replies

Even when replying to an email that was originally sent to me in HTML format,
I can't apply bold, underline, color or any other formatting in my reply. Am
I doing something wrong here or is Microsoft just retarded?

No. As I said, email sent to me is in HTML format. When I reply, Outlook does
not allow me to apply formatting. I don't understand this.

May it be that incoming mails will be converted to Plain-Text? See,
whether this option (Read as plain [or similiar; I am using a german
version of Outlook]) is enabled:

Tools | Options | Settings | E-Mail-Options
