formatting margins and tabs.

I need help with formatting a document, 20 pages, and I
am using Windows XP Professional and Microsoft Word.
When I try setting the margins and tabs they seem to be
floating, not fixed. I have missed something or missed
the right intrepetation of the instructions I have.
Please advise. Thank You! Bill Davis

"Margins" are a page property; tabs are a paragraph property. If you're
changing "margins" for a specific paragraph, then you're actually changing
the paragraph indents. If you want to change margins for the entire
document, you must do this through File | Page Setup (although it's possible
to do using the ruler, it's tricky, and you usually end up grabbing the
indent markers instead of the margin markers).
