formatting options not available

I have recently installed Office 2000 minus Access 2000.
(All databases are still in Access 97 format) Access 97
was installed following 2000. Formatting options 'Align
Left'. Align Right', Send to Back', and 'Bring to Front'
are grayed out. Same functions still work on an entire
Office 97 install. Is there a Dll that may have been
omitted by not installing the entire Office package?
