formatting toolbar not available in html format

This question comes from a colleague, I promised to find an answer for him
and one of our users.

"When a message is sent via HTML format in Outlook 2003, the recipient
cannot edit the message in their Inbox with the Formatting toolbar (all
options - such as font, Bold/Ital/Underline etc - are greyed out). They also
cannot change the message format (HTML, Rich text etc).

When they forward/reply to the message, they can edit/change format.

When the message is sent via Rich Text, all formatting options are available."

Note, this is for messages received, not messages sending. When sending new
messages/replying/forwarding, everything works as expected. This is ONLY for
messages received and reformatting those messages.

Choose Edit-> Edit Message first

Have them open the message and click Edit>Edit Message. They should then be
able to modify its characteristics.
