formatting toolbar not listed on view menu in outlook

For a number of my users, the Formatting toolbar is no longer listed as an
item under the View > Toolbars menu in Outlook 2003. They are in either Rich
Text or HTML editor mode and NOT using Word as their editor.
Was this removed in a Service Pack or Security Patch for some reason?
