Formatting Toolbar

Make sure you are in the msessage field when you want the
formatting toolbar. Also make sure you are using the HTML
or RTF format for your message. You can check this under
tools-> option-> 3rd tab (sorry, I'm on a Dutch machine
right now so I can't give you the name of the excact
option)
