Forms and txt files

I'm sort of stuck. It's been a while since I did anything in VBA, which
sadly reminds
1. when opening the form I would like the form to replicate what’s in
the specific file
2. I do want to export the written field to file upon completion
However – this needs to be a textfile (txt)
Where I work we recently installed a system displaying information (both
Flatscreens and regular TV’s). the only thing changed on a daily basis
is the actual information shown on the screen. This information in turn
is collected by the system from a number of Txt-based files. In order to
make the software display “up-to-date” information, only these files
need be edited.
This is being done manually: each file is opened/edited/saved using
Notepad. None of the office-programs is used, thus leaving the “field
open” to misspelling, error-control (or rather – no control), or just
plain eradicating of the files in question. Naturally this cant be,
someone has to overlook this process, fixing errors, backing up data etc
etc – guess who that someone would be?
I have tried to find help reading/searching the existing Q&A, I really
have. Some I already knew, some I had forgotten about and other things I
didn’t know squat about,
but…
Nowhere did I find any resemblance to what makes my “problem” rather
distinct. Which leads to two answers a) this isn’t possible doing in
office/VBA, try something else – why not JavaScript for instance? b) you
just haven’t looked enough, try this… and this… and this…

Need I say: I would prefer the second answer. Any luck there?
Maybe what I'm trying to do is obsolete. When reading the Q&A one thing
strikes me – I don’t know anything about “online forms”, maybe this is
what I'm looking for).

What kind of form? Please be very specific, including the version of Word
involved.
