Forms: Text moves when inserting multiple lines

Does anyone know how to lock a field on a form so that if
there are multiple lines in that field it uses the spaces
provided but does not add lines to the page and move the
text down?

You can put form fields in table cells with Exact row height that allows
only a certain number of lines. Or you can code the Enter key to go to the
