You cannot use Outlook custom forms in OWA. You can,

however, design forms specifically for OWA. The details
depend on the Exchange version.

Get the Exchange SDK from http://msdn.microsoft.com/exchange/ and take your questions over to the microsoft.public.exchange.applications forum. You'll need to be specific about what kind of DL you want to build -- one in the GAL or one in a contacts folder.
