Forms Visability

I created some custom forms. Created a folder in my
personal folder titled "Custom Forms". I published the
forms I created to the "Custom Forms" folder but I can't
see them when I open the folder.

If I highlight the "Custom Forms" folder then pull down
the "Action" menu all of my forms are listed and usable.

Am I not supposed to be able to see them or have I done
something wrong. Is a Forms Library the same as a folder?

From your description, Outlook is operating exactly as designed. Forms are just templates. What will be stored in the folder itself are the items that you will create from those templates.
