Formula Bar is present but does not display cell contents

In Excel 2000 the Formula Bar is present but is not displaying the contents
of the selected cell. It is blank. Pressing F2 takes me into edit mode on
the status bar and I can Ctrl arrow back and forth between invisible words.
If I type anything the characters do not appear in the formula bar but do
appear in the selected cell.

Edit directly in cell selection has no effect on this problem.

Problem temporarily goes away if I close and then reopen Excel. It is not
specific to any particular spreadsheet.
