Formula being read as text

I have a recurring problem with several spreadsheets
lately. I edit a formula (let's say something simple
like changing the $D$1 in the following to $E$1 and
suddenly the formula displays in the cell. I calculate
and still no diff - it seems to now treat this cell's
contents as text.

=IF('Work ExportSheet'!$A1,SUBSTITUTE(OFFSET('Master Xref
Sheet '!$D$1,'Work ExportSheet'!N1-1,),"_",""),"")

do 2 things:
1) right click and select "format cells" make sure
that 'general' is selected under the 'general' tab. click
ok.
2) hit the f2 button (this will show the formula) and hit
enter. The result of the formula should be displayed...
