FORMULA/FUNCTION TO LOCK AND UNLOCK A CELL

I AM TRYING TO LOCK A CELL DEPENDING UPON THE VANUE THAT HAS BEEN RETUREND
FROM ANOTHER CELL.fOR EXAMPLE IF CELL a13 RETURNS 1 THEN CELL a14 SHOULD BE
LOCKED SO THAT NO ONE CAN CHANGE THE CELL.

PEASE HELP

Use Data Validation:

Click on A14 and:

Data > Validation... > Custom > Formula >
=A13 <> 1
