Formula Issue when Using "Name "as Test with Summary Task

I am having problems with some formula.

My task level custom date fields stop working when they become summary
tasks. Here is teh formula: IIf([Name]="PHASE 4-SITE SEARCH
PROCESS",[Start],999999)

The formula does not work here.

Here is an example of Phase as Summary Task in Project
- PHASE 4-SITE SEARCH PROCESS
test

The formula only works when the task name is the non-summary task which
isn't the way it is. for example this works:

- test
PHASE 4-SITE SEARCH PROCESS

Is there another test for name for summary tasks?

Kindly follow these steps for the formula to work for summary task
1. From the tools menu select customize
2. Select the field where you have applied the formula
3. "Under calculation for task and group summary rows" select Use formula
