I am trying to find a quick and easy solution for the following
I need to multiply the individual cells in column c by $0.74. There
are 250 cells in column c.

are 250 cells in column c.

Assuming data is in cells c1 to c250, then in cell D1 put:

=c1*0.74

then drag that down to cell D250.

If you want to multiply them in place rather than use cells in another
column, one way:

Put 0.74 in an empty cell. Copy the cell. Select the cells in column C.
Choose Edit/Paste Special, selecting the Values and Multiply radio
buttons. Click OK.

If you actually want to replace the existing values with the increased
amounts;

Type .74 into any cell, select the cell & copy,

Select the column of values to be modified,

Go to Edit>Paste Special, in the Operation group tick the option for
Multiply, then click OK.
