Formula to determine if a plan needs to be re-published?

I'm wondering if there's a system/custom field (similar to Task Count)
or formula someone would recommend that could flag a plan for being in
need of re-publishing? That is, some indicator that new unpublished
tasks/assignments have been added, actual hours have been accepted
from "My Task" but haven't been published, etc.?

We're going to have quite a few plans the PMs are going to have to
deal with and it would be nice to offer up a custom field that you can
group by when opening from the database using Project Pro that
includes only those plans that are in need of republishing.

Hi,

I can't think of an obvious metric because sometimes even the smallest of
changes can be important. Maybe a flag that says don't publish and a utility
that opens each project and publishes once a week. Better yet make it a
training and governance issue that PMs publish every time they save unless
there is a valid reason not to.
