trying to create the following formula, however the answer
must be >=1. =sum1=0.75*(a-b)/b

I'm not sure about the syntax of you formula, but you could put your formula inside a MAX function and enter 1 as the second item

=MAX(0.75*(A1-B1)/B1,1

This will return the larger of either your calculated value or 1
