Forward Rule Wierdness

I have a rule in OL 2003 that is supposed to forward a particular email to
another address. To put it shortly, it doesn't work. I cannot figure out
why. I have exchange 2003 as well. Anyhow, when it runs, I see something
fly through the OUTBOX folder quickly. I have the exchange outbound queue
disabled so I should see it stack in there. It doesn't. When I forward the
same email to the same address by hand, it works fine (shows in the queue
and does get delivered when I want it to). Am I missing something? I am
forwarding to an SMTP address.
