Forwarded calendar invites shows other invitees that were not part of original invite.

I have a user who sent out a calendar invite to a group. Later on she
noticed that there were several people on the invite that she did not
invite. She has discovered that when someone forwards the invite to another
person (that wasn't originally on the list), that person is added to the
invite list.

Is this correct? and if so, how can I prevent other people from being
added? She only wants the people she invites to show up on the list.

We are using Outlook 2007 with Exchange 2007.

One of the invitees has the extra person listed as a delegate.

I've tested this and the people in my test do not have any delegates nor do
I. I can send one person a calendar invite. That person then sends the
invite to another person and even before that person accepts the
invite...their name shows on my calendar invite.
