Forwarding e-mails with OneNote pages having annotations

We're having some problems with e-mailing OneNote pages.
Alice and Bob and Outlook and OneNote. Alice E-mails a page to Bob. This
page has (mouse drawn) annotations on some of the charts, as well as
paragraphs to right of some data.

Bob gets the e-mail and sees an accurate rendering of the OneNote page. He
doesn't open the OneNote attachment, he sees this in the main pane in
Outlook. He replies to the e-mail, with some normal e-mail type comments.

Alice gets the reply, and sees that the mouse drawn annotations are in the
wrong place, and the paragraphs that were to right of some data are now below
the data.

Is this a bug? Is this something we shouldn't be doing? Is there some way
to do this better?
