All attachments are stripped from the email. This problem is easily recreatable and happens with ANY email with an attachment. I've deleted the users profile and re-created it.
My understanding is that including attacments in an email forward is not only the default, but is not a setting that can be changed.
In the meantime, I'm having the user "forward as attachment" which works but is not the desired behavior, especially since most of the people she forwards emails with attacments to are on mobile devices. (This is not the explanation of the problem, however, as I have verified that the forwarding of email with attachments does not work properly going from her Mac to any of our other users who are not checking email via mobile).
