Forwarding emails with read receipt tracking results

I would like to be able to forward emails with the read receipts tracking to
my direct reporting supervisors so that they can see which of their staff
members are not reading thier emails in a timely fashion. Unfortunately when
I forward email messages with tracking results, only the original email is
forwarded and the tracking resutls are not included. I am using Outlook 2003
on an exchange serves. Our Help Desk informs me that this is not a feature
that is available. Is this really correct? If so, why?
