Forwarding links and attachments problem

Hi
Using Outlook 2003 Exchange server.
Some users forward a message ( within our network) containing an attachment
to other users but upon receipt the attachment is not included. Also
sometimes a web link is in an email message and when the message is forwarded
the recipient finds that links not displayed as a hyperlink-i.e. not
clickable.
Are these problems due to Outlook security or are on the recipients client?
They seem to be intermittent and not all users experience this.
