Forwarding messages using a rule

We have exchange Server with Outlook 2003 on the client. I receive a message
from outside our domain that I want to auto-forward to an email address
outside our domain. I created the rule and tested it. The message shows in
my sent items but is not being received by the email account established in
the rule. The message is successfully received by the outside account if I
manually forward the message. I need to automate this process. Thank you.

Exchange Server blocks automatic forwards by default.

To configure the corresponding settings in Exchange 2000 Server or in
Exchange Server 2003, follow these steps:
1. Start the Exchange System Manager program.
2. Expand Global Settings, and then click Internet Message Formats.
3. In the right pane, double-click your Internet message formats object. For
example, double-click Default.
4. Click the Advanced tab, and then click to select one or more of the
following check boxes:
Allow out of office responses
Allow automatic replies
Allow automatic forward
Allow delivery reports
Allow non-delivery reports
Preserve sender's display name on message
