Forwarding takes pics and graphics out, gives red x's

When I am forwarding HTML emails, I get red x fields. I've tried everything.
HELP

p.s. I've got the Teacher/Student Office 2003 edition. My trouble is with
Outlook.

Go to tools, optoins, security tab, change austomatic download settings and
deselect the option "dont download pictures"

I tried that and it didn't work. I am certain that I followed the
instructions exactly. I'm still gettting red x's when I want to forward email.

Thanks anyway.

Any more ideas?
