Foward rule at work wont work

i am in a company that has a exchange server with 7000+ people
we are all using outlook 2003 all the newest updates

If i go to rules and try to create a foward rule or a redirect rule they do
not work for anyone. i have seen this happen with other people

if i go home and creat one in outlook with a isp POP3 it works

what is stopping us from creating a foward rule at work, we have full admin
on the PC's and have lost of other rules set up.

I have heard of Exchange administrators preventing people from forwarding to
home accounts for corporate data security reasons. Don't know any other
reason why it wouldn't work. Try asking in the Exchange newsgroup or ask
your IT administrators.

Automatic replies, forwards and Out of Office messages to the Internet are
disabled by default in Exchange Server:
