FP 2000: Cannot import large files into web

When trying to import files as small as 2MB into my
FrontPage 2000 web (on Windows XP Home computer) I get
the following message:

An error occurred accessing your FrontPage web files.
Authors - if authoring against a web server, please
contact the webmaster for this server's site.
Webmasters - please see the server's system log for more
details.

The MS Knowledge base article 260159 refers to this
message relating it to frontpage permissions, but it did
not seem possible to carry out the workaround on Windows
XP Home.

Small files import fine.

Any ideas?
