FP 2002 error

I'm trying to create a new web in FP 2002. I've tried "personal web",
"one-page web", "emptyweb".. etc. I keep getting " Unable to create a
disc-based web at c:\\\\\... because its parent web would not be a
disc-based web. Create the disc-based web elsewhere, outside of your web
server's document hierarchy." I know I'm probably missing something
obvious here, but can anyone tell me what's going on? I'm running Vista
Home, use Filezilla to upload, and I'm on dial-up if that means anything..I
have Expression Web and I'm a little concerned about making the switch, so
I'd like to try FP on this one if someone could help...

Also, what is the exact path to your current web? Are you running any type
of a web server on your local pc?
