FP 2002 & IE-7 Hover Buttons-must click to activate to use the con

I am using Frontpage 2002 and I have upgraded to IE-7. I have created Hover
Buttons using FP, but when I preview in IE-7, when I mouseover the button, I
get a message "click to activate and use this control". I click once on the
hover button, and then it becomes active and performs properly.

BUT, I have to do this with every hover button, and even though I have
activated the control, if I go back to that same button, I must go through
the same process, click once to activate, and then I can use the hover button.

Does this have to do with IE-&? Should I downgrade back to IE-6? Do I have
to publish the site to make it automatically be activated?

This is due to a security update (related to a patent law suit). IE6
(when fully patched) has the same problem.
It is better to use image rollovers (either CSS or JavaScript ) that the
Java hover buttons since:

1) Many (perhaps most) users will not have Java Virtual Machine (JVM)
installed (it does not come with Windows XP or Vista), or will have JVM
disabled for security reasons.

2) most users with JVM enabled will have this problem.
