FP 2002, OK in IE-7, but not other Browsers-Tables or Frames?

I am using FrontPage 2002 and IE-7 as my default browser. When I preview the
site on IE-7 the layout is fine.

My issue is that when I preview the site in Netscape, Firefox and Opera, the
layout looks awful. In a situation like this, should I lay out the pages
using Tables or Frames?

It's impossible to give advice without seeing the page - but avoid
Frames, they will give you a whole bunch of different problems.

If you are using VML graphics (textboxes, WordArt, ShapeArt and other
objects from the Drawing toolbar) then this may be contributing to the
problems - VML only renders correctly in IE. Other layout problems are
generally caused by over use of the space bar, and poor use of layers.
