FP 2003 -- Can't Preview Older Themes

Please forgive this cross-posting with the FP Programming NG; I'm not sure
where this query belongs.

I installed Frontpage 2003 as an upgrade to FP XP. I had a number of
installed themes on my hard drive, many of which I created as major mods to
other themes. With FP 03 I can see previews of all the themes that came with
03, but only empty frames for all my earlier themes. Each empy frame says a
preview is not available for these older themes. I have copies all theme to
both the Programs|Common Files|MS, etc. folders and the and User|App Data
etc. folders, with no change.

Any idea what I am doing wrong, and how to fix it? I could re-install the
older commercial themes, but can't do that with the ones I created myself.
