FP counter not incrementing

I designed a web site on my local pc and everything is working except the
hit counter is stuck on one (000001)
every time I refresh the hit counter remains 1

I have Frontpage Extensions 2002 installed and I know they are becasue
before I installed FPSE 2002 I got a RED X on my Hit Counter and also all
the directories are in place that FPSE creates.

ISUR_pc1 id has write permissons but I am not sure where to apply them all

Anonymous access is checked and user ISUR_pc1 is the account being used.

I tried a recalulate hyperlinks on the site still the same results

What am I missing or not setting properly?

In the _private folder, look for files called Default.htm.cnt or
Index.htm.cnt, the Internet Guest Account
needs write access to these files.
