Well well... they do work after all... what's with that?
I did have to do the republish part of the explanation from GoDaddy below.
The re-save was not enough. Hah. Who would have thunk it!
so what is this mystical quirk/feature of FrontPage? anyone got any ideas?

"This issue is caused by a quirk in FrontPage itself. To solve this problem,
open FrontPage and click on File->Open Web. Then enter your website (ex: ).
You will be prompted for your username and password, upon entering them you
will see a list of files. Click on the file you are having form trouble with
and it will appear in the main window. Simply save this file, refresh your
browser and you will be able to properly process your forms. If this does
not solve the problem, please uninstall/reinstall your FrontPage extensions
