FP Hangs Trying to Publish

One of my customers uses FP to publish student study materials on our
intranet. According to his Group Memberships he has access to the
network volume on which this material is hosted to be able to create
files/folders, change existing files/folders, but not delete anything.

Strange problem is, this works for a while (like weeks or months) and
then just seems to stop working for him. He's using Windows 98 and
publishing to an NT volume using FP2000. The symptom is that when he
makes his changes and goes to publish, the process seems to be working
alright but then it just hangs and the machine needs to be rebooted for
anything to work again.

Logging in as myself on his workstation I'm able to add his web and
delete it at will (I have less restrictive permissions on the network).
Last time I helped him with this problem I deleted his web for him,
including it's parent folder, and he was able to republish it himself.
This was a couple of months ago. It has now stopped working for him again.

Any ideas??
