FP2000 Publishing Problem

After recently reinstalling FP2000 and Win98...

Whenever I publish, every single file gets uploaded to my server even if I
select "Publish Changed Pages Only" or set all files to "Do Not Publish".
The entire web gets re-published even if only one page was updated.

No luck finding anything on the MS support site. Any ideas why this might
happen?

Since you reinstalled FP, you must now get the online web back in synch.

Do a FULL publish, without checking unchanged pages.

Then, thereafter, you can check unchanged pages.
