FP2002 Extensions + FP97 = Problems?

I am trying to track down an issue with a user;

FrontPage Client version 97; (puts "Frontpage 2.0" in the header) on
Windows2000.

The server has:

Windows2000 AS, SP4, IIS5, patched, FP2002 extensions (also patched).

The error: "Server Error: There is a problem with source control
integration on your server."

Source control is not enabled on the serverver (the radio option in the
extensions admin interface is set to "disabled")

It seems to me I remember that the 97 version just simply wont work with the
2002 extensions. Is that true? Or should I be looking at other problems.
(The site works great in any later version, 98, 2000, 2002.

IIRC, FP 97 does *not* work with FP 2002 extensions.
