FP2002 Navigation bar text

I have a large web site and during uploads of new pages I lose the
text & graphics in the navigation bar buttons during the time that FP
is processing the updates. Sometimes this can last as long as several
minutes and means that visitors are no longer able to navigate around
the site. Is there some way around this?

On this site http://addonfp.com you can see in the menus on the left as you
click through the pages .. the menus change ... all done with types text
links (better for seo and accessibility) plus no problems like your having
.... and all done with FrontPage includes (you don't need fpse (FrontPage
server extensions) either .. works with or without...
