FP2003 and UTF-8 and Unicode

I'm developing a web site in English but want to make it available in other
languages. FP2003 supports UTF-8 and Unicode, as I understand it, but I'm not
clear on what I need to do as a developer to activate it. Here are my
specific questions:

1. Does FP2003 automatically use the appropriate code so clients can select
the language they wish to read?

2. Have any of you developed multi-lingual sites, and if so, can you step
me through the process?

Create a subweb for the other language and set your language in Tools Site Settings language
