FP2003 - file status remains changed

Using FP2003, when publishing (FTP) a file to my remote web site, the
file's status remains "changed" on the local web site. Why doesn't the
status switch to "unchanged" after publishing?

P.S. I have a sub-web that works just fine ... meaning a changed file's
status switches to "unchanged" after publishing. Only my main web is
behaving strangely.
