fp2003 locking layers?

When putting a graphic or adding a txt box on a page by using the 'layers'
feature in fp2003, how do you 'lock' the layers to the nested tables? If you
look at http://www.passionfortruth.com/index2.html it looks fine if you have
the monitor set to full screen size, if you open the favorites bar, then the
graphics and text layers get pushed over to the right side of the screen -
is there any way to 'lock' layers so that they stay within the tables?

ok, I set all the tables on that page to a fixed width - but when I open the
favorites bar, the graphics still get pushed out of the table....??? any
ohter ideas?
