FP98 was designed to be used with a web server on the local machine, and Windows XP Home doesn't
support any MS web server or FP extensions. If you want to continue to use FP98, you will need to
upgrade to Windows XP Pro. Otherwise you need to upgrade to FP2003 or if you can find used copies of
FP2000 or FP2002.

FP98 requires the Personal Web Server, which Windows XP does not support. Therefore you can not
make local server based webs with it, but only disk based webs. C:\myweb

You may need to uninstall FP98 and then reinstall doing a custom install and do *not* let it install
PWS.
