fpcutl.dll error

Help!!! I know this may not be the forum for which to
post this...BUT...does anyone know why Front page won't
start? It gives me an error message saying something
like "The procedure entry point?..... could not be
located in the dynamic link library fpcutl.dll." PLEASE
HELP!!!

I've looked in the knowledge base and there is one
article relating to this dll, but the fix doesn't work.
Anyone got any ideas?

Which version FP, which OS?
If it is a new install call MS support (no charges for new install problems)
Also Try uninstalling and / or reinstalling and make sure every thing in background is shut down (including virus scanners)
