fphover.class blocked by admin

when creating a hover button image and trying to save it on a
sharepoint portal site, an error message comes up twice, first saying
"server error: The following files have been blocked by the
administrator: fphover.class" then the same error after clicking OK
comes up except with "fphoverx.class"

does anyone have any ideas?
