use the cell format:
select number and then custom.
create a custom format of mm:ss.00
your times will display in that format. I assume you
don't want to manipulate these mathematically. (e.g.
averages, second place time deficits, etc.) Mathematical
manipulations may or may not work... I simply haven't
tested them but I'm sure they're easily adaptable.

Yes, calculations can be performed on fractional seconds. Also, be aware
that entering 2:3 (or 02:03) will result in two hours and three minutes,
though 2:3.1 will be interpreted as two minutes three seconds and one tenth
of a second. This is regardless of cell time formatting.
