Frame Target Problems

I am using FP 2002, and I am having a problem in setting the target frames
for my site.

For example: If I set a link in frame A to display in frame B, the target
page will appear in both frame A and B. Is there any way to correct this?

The target for the link in frame A must be the name of the frame B
If frame B is named "content", then the hyperlink target="content"

Make sure the target of the link is the of the frame to display the content.

The frame targets are correctly set (I double checked it in the code) and
there are no default targets set for the frame with the links. Another
example, is if I set a link to a pop-up, the pop up appears, but the main
page also changes to the linked page regardless of the target.
