Frames don't line up

I've got three horizontal frames and the main one (the big one at the bottom)
is the only one with scroll bars enabled. My problem is that this frame does
not "line up" with the top two frames because the inclusion of the scroll
bars.

Any suggestions on how I get them to line up?
